CASPER, Wyo. — A Casper resident faces felony conspiracy charges after being stopped with an alleged 81.2 grams of presumptive-positive methamphetamine earlier this summer.
Wyoming Division of Criminal Investigation agents say they then examined his phone and discovered conversations arranging for up to a half-pound purchase of methamphetamine from a named source in Castle Rock, Colorado.
Following the June 24 traffic stop, Charles Martin Jr., 37, was charged with conspiracy, possession of methamphetamine with intent to deliver, and possession in felony weight. A $20,000 cash or surety bond was issued in circuit court.
After posting bond, he was charged again on July 29 with two counts of June delivery. During the investigation, agents made two undercover purchases of felony-level methamphetamine, according to the affidavit.
Despite his protests to Judge Cynthia Sweet that the charges were from the same time period as the conspiracy, the court set another $25,000 cash or surety bond.
Nicholas Fenton, 25, a Casper resident, was also charged with two counts of delivery on July 22; the first allegedly occurred in December and the second in February. A $75,000 cash or surety bond was established.
Unless proven or pleaded guilty, both are presumed innocent.
After starting the investigation into Martin Jr. in March, DCI agents say they discovered that his license plate had been scanned 16 times in Castle Rock, Colorado, between February and May.
They obtained court authorization to install a tracker. Martin Jr. was reportedly seen making several short stops in Casper on June 8 following a trip to Colorado.
The vehicle was repossessed following the trip, so agents obtained a warrant to track his phone, according to the affidavit.
They also gained access to his contacts, identifying the Colorado source, who was reportedly forced to “lay low” in the coming weeks, according to informant accounts.
Martin Jr. was stopped by the Wyoming Highway Patrol on June 24 for allegedly possessing 81 grams of methamphetamine, according to the report.
