The Mayor of Laramie has introduced a slate of ambitious infrastructure projects for 2025, with a focus on upgrading transportation, modernizing utilities, and improving public amenities across the city. Major Street and Transportation Upgrades
One of the centerpiece efforts for 2025 is the comprehensive 3rd Street construction project, led by the Wyoming Department of Transportation (WYDOT) and local partners. This project includes new asphalt surfacing, ADA pedestrian upgrades, and modern traffic signal installations at intersections such as Garfield Street, Grand Avenue, Ivinson Avenue, and University Avenue.
The box culvert at Spring Creek Bridge is also being replaced to improve stormwater management. Detours, business access plans, and a 12-foot width restriction are in place during active construction, which is expected to continue through fall 2025. Extensive public input shaped this plan, emphasizing pedestrian safety, accessibility, and economic revitalization of the corridor.
Innovative Utility and Sustainability Improvements
A standout infrastructure advancement is the upgrade of the city’s wastewater treatment plant, which recently garnered a 2025 sustainability award for its achievements.
The modernization project succeeded in reducing the plant’s energy consumption by 65%, saving the city around $19,000 monthly in energy costs. This was achieved through the installation of high-efficiency blowers, aerated sledge holding tanks, and advanced process controls.
The project also secured significant incentives, making it a model for similar efforts in Wyoming and the region. The city continues with major investments, such as the new West Laramie lift station replacement, which will improve safety and long-term service for approximately 10,000 residents.
Community Recreation and Connectivity Projects
Laramie is also prioritizing community and recreation. Highlights include the contract approval and upcoming construction for the Laramie Bike Park, a long-awaited amenity meant to serve residents of all ages and abilities. Additional projects, such as improved connections in West Laramie and targeted investments in park infrastructure, reflect a city-wide strategy to support health, wellness, and better transportation links.
