Cheyenne pushes 7th county pocket annexations, beginning on 8th

CHEYENNE, Wyo. — A push to annex 35 properties known as a county pocket advanced Monday when the Cheyenne City Council approved the measure on second reading. The council also formally began the process of future annexation and took the first steps toward rezoning a portion of downtown.

The ordinance, part of the County Pocket Annexation 7 initiative, encompasses just over 20 acres of city-owned land south of Dell Range Boulevard and east of North College Drive.

Following annexation, city services such as police, fire, and sanitation will be extended to the area. Existing land uses, such as livestock, will be permitted to continue as nonconforming.

The council also approved a related ordinance, which will give the annexed properties new city zoning. Both ordinances will be read again for a third and final time at a future meeting.

In a separate action, the council formally adopted a resolution to begin the process of County Pocket Annexation 8, which includes 20 properties totaling approximately 13.6 acres south of Laramie Street.

The council also referred three new zoning ordinances to the Public Services Committee for further consideration.

Downtown Rezoning: An ordinance to rezone about 20 acres in the downtown area to a Central Business District. This change is intended to make it easier to redevelop the Municipal Building and allow for a wider variety of uses, including residential and food service.

Assigned Zoning Amendment: An ordinance to amend the city’s rules on how it assigns zoning to newly annexed properties. The change is needed to better align with recent changes to Laramie County’s zoning regulations.

Weed Nuisance Amendment: An ordinance that would amend the city’s nuisance code to allow native grasses to grow taller than the current 6-inch limit in certain situations, such as in designated natural open spaces and on large residential lots.
