A man has been charged with felony assault after allegedly spitting on two South Carolina Army National Guard soldiers stationed in Washington, DC, as part of President Donald Trump’s anti-crime campaign.
An Amtrak Police officer saw Scott Pichon riding a scooter up to the two National Guard soldiers outside of DC’s Union Station on Friday afternoon, according to an FBI agent’s statement of facts filed in court.
Pichon allegedly made “a noise like he was coughing up mucus” and then “spit a mixture of saliva and mucus,” which landed on one soldier’s face and the other’s neck, according to court documents.
A deputy US marshal arrested Pichon on a federal warrant on Tuesday. He has been licensed to practice law in Maryland since 2019, according to state bar records.
Court documents revealed that a security camera captured the alleged assault on the soldiers.
Pichon’s attorney was not listed in court records as of Tuesday evening.
The charge comes as Trump steps up his crackdown on crime in Washington, DC, which began earlier this month when he took over the city’s police department and deployed the DC National Guard.
Since then, South Carolina and five other Republican-controlled states have deployed National Guard troops to assist federal law enforcement in the nation’s capital. Last week, Secretary of Defense Pete Hegseth directed troops to start carrying weapons.
The president has repeatedly complained about rising crime in DC, but overall crime rates are lower this year than in 2024.
According to a Washington Post-Schar School poll released last week, Trump’s actions have been widely unpopular with DC residents.
Approximately 80% of residents oppose Trump’s order to take control of the city’s police department and deploy the National Guard and FBI to patrol it.
Earlier this month, Sean Charles Dunn was arrested and charged with felony assault after allegedly throwing a sandwich at a US Customs and Border Protection officer.
Dunn, who worked for the Justice Department and was fired following the incident, allegedly yelled at the officer, “I don’t want you in my city!”.
