CASPER, Wyo. — A judge set a $20,000 cash-only bond for a 21-year-old Mills woman who allegedly led police on a high-speed chase through central Casper in a borrowed vehicle on Saturday, crashing into a pickup truck.

Brook McQueary was charged in circuit court with reckless endangerment, reckless driving, and eluding. The latter charge was elevated to a felony due to a prior conviction for eluding.

McQueary is presumed innocent unless proven guilty or has pleaded guilty.

According to the affidavit of probable cause, at 5:06 p.m. on Saturday, Aug. 23, a caller reported seeing a red Subaru Forester speeding down East 15th Street, and that the vehicle appeared to have also attempted to run over a male.

CPD Officer Alex Wahab quickly noticed the Subaru turning off Country Club Road and heading west on East Second Street. The driver allegedly ignored the overhead lights and started speeding away.

According to the officer, the Subaru turned left on Nebraska Street before continuing down the hill on Fourth Street. The Subaru ran a red light at the intersection of South Beverly Street and collided with a GMC pickup.

The Subaru continued down Fourth Street near the Rec Center, with front-end damage and the bumper hanging off, before turning left onto Conwell Street and passing the cemetery.

It allegedly ran multiple lights and stop signs in central Casper and nearly collided with a pedestrian before heading east on 15th Street, forcing other cars off the road by driving in the oncoming lane.

Later, the Subaru allegedly ran a red light heading north on Beverly while traffic was passing through a green light on 12th Street, prompting the officer to end the pursuit for public safety.

Soon after, a caller from the 2900 block of Seventh Street reported a suspicious vehicle parked in the alley, as captured on a security camera. According to the report, the footage shows a woman and a man exiting and carrying two bags before running down the alley.

A wallet containing an ID belonging to Anthony Santistevan was discovered in the car. Later, officers discovered a bag in a black trash can near where the car was abandoned. Officer Wahab discovered a bail bond form signed by Santistevan inside the bag, as well as McQueary’s identification.

A sheriff’s deputy discovered the two suspects about 20 minutes later at the corner of Legion Lane and Walsh Street, behind the U-Haul building, which used to be Kmart.

McQueary was arrested, and a search turned up a glass pipe that tested presumptively positive for fentanyl, the report stated.

The passenger, Santistevan, was arrested and charged with interference after allegedly disposing of evidence in the trash can.

Santistevan told police that the incident began when he was outside the vehicle and reached through the window to retrieve his phone. He said McQueary rolled up the window and trapped his arm before driving away. He was able to free his arm and get back into the vehicle. He stated that this could explain why someone believed the car was attempting to run him over.

The registered owner of the Subaru was notified. He stated that he let McQueary borrow the car that day.

McQueary told the court on Monday that she and her boyfriend planned to go to treatment the next day. Santistevan claimed he was powerless in the situation and that McQueary “may or may not be” his girlfriend. His bond was set at $2,000 cash or surety, and he is presumed innocent until proven or pleaded guilty.
