Rock Springs is actively addressing its affordable housing challenges in 2025 through rehabilitation of existing complexes, continuing assistance programs, and new development efforts. Major Rehabilitation and New Units

One of the most significant recent developments is the large-scale rehabilitation of the Rock Springs Apartments, backed by a $13.3 million investment. This project will renovate and upgrade 306 affordable housing units, targeting residents earning less than 50% of the Area Median Income (AMI).

The upgrades include remodeling 32 units and improving building exteriors and amenities, with the aim of making nearly all units habitable and increasing the supply of high-quality, affordable rentals for Rock Springs families.

Current Affordable Complexes and Availability

As of September 2025, Rock Springs offers a total of six affordable housing complexes, totaling 122 Section 8 apartments, 44 public housing buildings, and 197 approved low-income housing units. Notable complexes include Bicentennial Village Apartments and Creekside Apartments.

The Rock Springs Housing Authority continues to provide vital support, paying about 70% of a tenant’s rent under various low-income programs. These options make the city one of the stronger markets for housing assistance in Wyoming, with several hundred units set aside for individuals and families meeting HUD income limits.

Section 8 and Waiting Lists

The Section 8 Housing Choice Voucher program, overseen by the Rock Springs Housing Authority, remains a cornerstone resource for local residents. The Section 8 waiting list is currently open, giving eligible families access to critical rental support.

While wait times can range from several months to over two years depending on demand, Rock Springs is actively prioritizing applicants including veterans, elderly individuals, and people with disabilities. Residents are encouraged to check their waiting list status regularly and update their information with the authority as needed.

Community Initiatives and Support

Continuous partnerships with state agencies like the Wyoming Community Development Authority have enabled Rock Springs to pursue both construction of new affordable units and the rehabilitation of older properties.
