California Man with Criminal History Since 1972 Fatally Shot by Police in In-N-Out Parking Lot

MANTECA, Calif. — The Manteca Police Department is asking for the public’s help as they continue investigating a violent officer-involved shooting at the In-N-Out Burger on East Yosemite Avenue on April 30, 2025.

The incident started around 5:05 p.m. in the drive-thru line of the restaurant at 1490 E Yosemite Ave, when officers responded to reports of a disturbance involving a man driving a white van.

Police identified the suspect as 69-year-old Charles Craig McGonegal II from Lathrop. Shortly after officers arrived, McGonegal rammed a police vehicle with his van.

Despite about 20 minutes of attempts to calm the situation, McGonegal accelerated again and crashed into at least two more patrol cars. This forced officers to open fire, citing an “imminent threat to officers and public safety,” police said.

McGonegal was taken to a nearby hospital but later died from his injuries, according to the police department.

Authorities revealed McGonegal had a long criminal history across multiple states, dating back to 1972. While he was registered as living in Lathrop, investigators are still looking into his actual living situation. Police confirmed no one else was in the van during the incident.

Manteca detectives are now urging anyone who witnessed the shooting but hasn’t yet spoken to law enforcement to come forward. They especially want to collect any videos or personal recordings of the event.
