Illinois drivers are facing some of the most significant updates to license renewal requirements in years. These changes affect everything from senior driver testing to digital ID options and compliance with federal REAL ID standards. Here’s what you need to know to stay compliant and avoid surprises at the DMV.

New Rules for Senior Drivers

A key change in 2025 is the adjustment of age thresholds for mandatory behind-the-wheel driving tests. The new law, House Bill 1226 (the Road Safety and Fairness Act), raises the age for required road tests from 79 to 87. Previously, all drivers aged 79 and older had to take a road test at renewal, but now only those 87 and above must do so annually.

Drivers aged 79 and 80 must renew in person every four years, while those aged 81–86 must renew in person every two years. All drivers 79 and older must pass a vision test at each renewal. For the first time, immediate family members can submit written concerns about a relative’s driving ability, allowing for greater oversight and safety.

Digital Driver’s Licenses and Mobile ID

Starting in 2025, Illinois will allow residents to carry a digital version of their driver’s license or state ID on their smartphones. This new option, available through a secure app, will be accepted by law enforcement and at airports, although the physical license is still required in some situations.

The digital ID is optional and does not replace the physical card. The app download fee will not exceed $6, and digital IDs are already accepted by the TSA, with broader acceptance expected soon.

REAL ID Compliance Deadline

Illinois faces a federal deadline of May 7, 2025, for REAL ID compliance. After this date, only a REAL ID (marked with a gold star) or a valid passport will be accepted for boarding domestic flights and entering federal facilities.

Enforcement may include a grace period or warning system, but residents are urged to check whether they need a REAL ID before heading to the DMV. The rollout has been accompanied by long lines and confusion over required documents, so preparation is key.

Renewal Process and Fees

Drivers can renew their licenses in person, online (if eligible), by mail, or by phone. Renewal notices are typically sent 60–90 days before expiration. In-person renewal is required for those with changes to personal information, expired licenses over a year, or drivers over certain ages.

“Safe Drivers” with a clean record and a renewal authorization number may be eligible to renew online, by mail, or by phone. Fees vary by age: $30 for ages 21–68, $5 for ages 69–80, $2 for ages 81–86, and free for those 87 and older.

Vision tests are required at every in-person renewal. Written tests are required once every eight years for those with traffic convictions, and a road test may be required after certain violations or accidents.

Eight-Year License Option Coming

Illinois will introduce an optional eight-year driver’s license by July 1, 2027, doubling the current maximum term. The Secretary of State’s office is developing rules and procedures for this change, which will bring Illinois in line with other states offering longer license terms. This change will not take effect immediately in 2025 but is on the horizon for future renewals.
