SAN FRANCISCO — An off-duty San Francisco police officer has been arrested following a serious early morning crash that left multiple people injured. Authorities say the officer was driving under the influence at the time.
The crash happened around 1:59 a.m. on Saturday, May 17, 2025, at the intersection of Sunset Boulevard and Rivera Street in the city’s Sunset District — a mostly residential neighborhood.
According to the San Francisco Police Department (SFPD), the collision involved two vehicles. One car was carrying three adults, all of whom were rushed to a nearby hospital. One person suffered life-threatening injuries, while the other two sustained less severe but still serious injuries.
The second vehicle, which police say belonged to the suspect, also had passengers who were taken to the hospital with non-life-threatening injuries.
After investigating the crash, officers arrested 28-year-old Ryan Kwong, a San Francisco resident and newly assigned SFPD officer still in field training. Authorities confirmed that Kwong was under the influence of alcohol at the time of the collision.
He was booked into San Francisco County Jail around 8:18 a.m. Saturday. Kwong is now facing four felony charges related to DUI causing injury, as well as one count of reckless driving causing injury.
The investigation is still ongoing.
“This was a heartbreaking incident, and my thoughts are with the victims and their families,” said SFPD Chief Bill Scott in an official statement. “Our officers are held to the highest standards, on and off duty. No one is above the law.”
