Southeastern Westmoreland County, including towns like Latrobe, Mount Pleasant, and Ligonier, is facing street flooding and rising waters in underpasses.
Meanwhile, Oil City has confirmed flash flooding by 7:30 p.m. as the storm continued to move eastward at 15 mph, impacting towns like Franklin, Sandy Lake, and Sugarcreek.

In addition to the heavy rainfall, northern Fayette and southern Westmoreland counties are also experiencing flash floods, with flood warnings covering areas like Connellsville, California, and Seven Springs. In these areas, rainfall rates have reached up to 1.5 inches per hour.
