Wyoming Housing Network purchases land from the city to build affordable housing

CASPER, Wyo. — The Casper City Council approved the sale of approximately 4 acres of land to the Wyoming Housing Network on Tuesday, allowing the organization to provide more affordable housing in Casper.

The lots in west Casper, located between Central Drive and Mesa Path, total approximately 4.3 acres. According to Interim City Manager Zulima Lopez, the land has never been developed and is currently vacant.

The WHN intends to build approximately 40 single-family homes on the property. Community Development Director Liz Becher previously told Oil City News that the homes would be built in a variety of sizes and styles, including some tiny homes.

The WHN intends for the homes to eventually cost less than $100,000.

Becher stated that the WHN intends to complete the project in phases, with the first phase constructing 10-12 homes.

The land was appraised for $300,000 in 2022, but the WHN bid only $150,000. Becher stated that the city has previously attempted to sell the land but has been unsuccessful, similar to the recently sold land along Trevett Lane.

Part of the reason the WHN’s bid was lower than the appraised value is that utilities such as water and sewer must be installed in the area, and Becher stated that a road must also be constructed. That work would be paid for by the WHN, she stated.
